In view of the recrudescence of opium growing
in China and the abundant supplies of Chinese opium
obtainable in the neighbouring provinces which have
intimate intercourse with the Colony, costing in the
prepared state from $2.00 to $7.00 per tael while Hong
Kong opium costs $14.50 per tael, it is obvious that
even the most stringent preventive measures cannot
eliminate a large illicit consumption; and it should be
squally obvious that any artificial restriction of the
supply of Government opium available to meet the demande
of the Colony's population will only serve to play into
the hands of the persons engaged in the illicit traffic.
7. If these facts are brought to their notice,
the Advisory Committee will, I think, realise that the
pledge given by the British Representative at the
Assembly of the League, which is conditional on the
Committee's endorsement, will, if brought into operation
have no effect in reducing the consumption of opium, but
will merely hamper the administration in its efforts to
control the situation.
